Article Abstract:
The US Marine Corps and American Express are about to end their year-long pilot study of multipurpose "smart" cards. The cards, which were issued by American Express without a fee, allow members of the Marine Corps not only to conduct financial transactions, but also for messing and weapons check-out. The card's eight kilobyte chip is split into two, with one half dedicated to American Express for commercial applications and the other half for the use of the Marines, said Master Sergeant Hector W. Ayuso, senior project manager for the Marine Smart Technologies program.

E-commerce: paperless contracting overcomes resistance
Article Abstract:
Paperless contracting, an offshoot of electronic commerce, is increasingly becoming a viable solution for the US Armed Forces. The US Navy in particular, through its Naval Supply Systems Command based at Mechanicsburg, PA, claims to be already at the 80% level in terms of paper-free contracting. One of the mandate for industry participants for the US Army's Simulation, Training and Instrumentation Command is the capability to transact business electronically.

Lower-profile acquisition reform
Article Abstract:
The acquisition reform movement in the Pentagon in view of the many failures and problems being experienced by numerous defense firms. Among the firms which have beset by major problems are Lockheed Martin Astronautics, Boeing and Aerospace Corp. Among the objectives of the reform movement was to implement business-like performance in the completion of defense projects.
