Article Abstract:
The U.S. Army is trying to protect its transformation plans, like a $117 billion Future Combat Systems (FCS) program that makes the Army a lighter, more nimble, networked force, as the Pentagon is trying to make substantial cuts in the defense budget. The US President George W. Bush's administration wants to reduce burgeoning federal deficits while institutionalizing tax cuts and reforming the Social Security system, thus reducing chances of major growth to the Pentagon's topline.
