Russian nuclear deterrent decline called into question

Academics Kei Lieber and Daryl Press in March 2006 claimed that the era of US nuclear primacy has begun with Washington acquiring an unchallenged global superiority that would ultimately grant the ability to carry out a first strike on both Russia and China. The inevitable debate coursing through Russia is fuelled as much by wounded pride and the institutional interests of various military structures and think tanks as genuine intellectual disagreement.
