Shadow budget: Why Congress complains about, but won't end, supplemental appropriations
Article Abstract:
The US Military is demanding for about $555 billion from Congress for fiscal 2007 instead of $439.3 billion. President Bush plans to send Congress an amended budget in spring 2006 that will ask for an extra $50 billion as a 'bridge fund' to pay for Iraq and Afghanistan war costs, followed by another request early 2007 for an emergency supplemental appropriation to pay additional war costs. However, splitting the defense budget into three pieces is increasingly being seen by lawmakers of both parties as a way for the White House and the Pentagon to disguise the true cost of the wars.

The United Arab Emirates (UAE) has invested heavily in building up a strong defense industry in a strategic region that used to be volatile and is likely to remain so in the aftermath of the fall of Saddam Hussein in Iraq and US confrontation with Iran over its alleged clandestine program to acquire nuclear weapons. Defense spending by the UAE more than doubled between 1996 and 2000, from US$1.8 billion to a budgeted figure of US$3.9 billion.

The worldwide curb on spending indicates strategic use of fewer resources, which requires closer cooperation and aligning of national, diplomatic, financial and political interests to achieve success. However, countries and companies, like people, tend to cooperate only when they have to, and this is particularly true when it comes to defense programs and the national prestige associated with them.
