The impact of budget constraints on Navy's transformation, which is still driven by interplay between tactical and strategic elements, is discussed. Naval missions that place less emphasis on major engagements and blue-water threats and more on regional conflicts and close-shore operations have shaped the budget.

The U.S. Navy is creating a new maritime strategy, expected to be complete by June 2007. Its core transformation and vision for the twenty-first century is the Sea Power 21 concept that may require a review and modification, and some proposals for reassessment are discussed.

Blue berets

A specialized Navy counterinsurgency mission model is discussed. The U.S. Special Forces Command has the Green Berets, the Navy could create its own "Blue Berets", to undertake counterinsurgency operations.
