The Rumsfeld legacy: A successor's portfolio
Article Abstract:
Donald Rumsfeld has made significant efforts to transform the U.S. military during his tenure as the U.S. Defense Secretary by implementing technological advances to improve administration. It is suggested that Rumsfeld's successor should follow Rumsfeld's ideology and strive for more military spending and structural changes in the Pentagon to enable a speedy modernization of military equipment.

The US defense establishment relies on planning document called Quadrennial Defense Review (QDR) that becomes the baseline for America's strategic outlook. In February 2006, the Pentagon released the first QDR since the post--9/11 'War on Terror' began to take recognizable shape along with the appearance of a protracted insurgency in post-Saddam Iraq.
