It was confirmed that the former Intelligence system was inadequate during the combat success in the Operation Iraqi Freedom (OIF) I. The leaders have decided to develop a tactical fusion center (TFC), which is one of the components of an overall strong intelligence effort for Operation Iraqi Freedom (OIF) II.

The early errors made by the Marine Expeditionary Forces (MEF) and the Iraqi government in combating the insurgency problem in Fallujah is highlighted. Eleven basic principles for a successful counterinsurgency campaign are outlined.
