Article Abstract:
The Army is on the verge of a profound transformation in terms of force structure yet it must consider other critical changes. These include a new mindset, new approaches to officer development and a new willingness to undertake missions different from those it typically prefers to undertake. The national military strategy that underpins the Army's program is changing and the Army must adapt accordingly. Furthermore, the 21st century will bring multiple challenges and threats that will most likely require a 'come-as-you-are' commitment from an Army that must be versatile, flexible, ready and willing.

Reflections on Europe
Article Abstract:
The reunification of East and West Germany in 1989 and the disintegration of the Soviet Union in 1991 ended the Cold War and ushered in what some observers call 'a new world order.' This has forced the US government to re-evaluate the existing security structure of its armed services. The new strategic environment calls for a new kind of Army, which is not only superb in warfighting but also versatile and agile enough to protect and advance vital US interests in Europe and other areas through a variety of non-combat missions, such as peacekeeping and humanitarian operations.

Investing wisely?
Article Abstract:
President Clinton has proposed an additional $12.6 bil for the defense budget for FY00 and an additional $75 bil for the period after FY00. The additional expenditures are to be used by the Defense Department in making its land, air and sea forces more effective in fighting the next war or make them prepared to tackle different crisis. However, lawmakers should debate the strategic and long-term effect of such spending to gauge the real danger paused by future opponents.
