The US President George W. Bush is observed in the aftermath of Hurricane Katrina as a powerless, non-commanding commander-in-chief with his job approval rating sliding down drastically. There is high anxiety about the country's capability of responding to any major disaster and the only option seems to rest with Senator Hillary Clinton's offer is to unofficially launch her race for presidency in 2008.
