A.T.& T. contract is blocked
Article Abstract:
The General Services Administration (GSA) has halted progress on a $1.4 billion computer contract for the Internal Revenue Service (IRS), which was to be given to AT&T. The award was protested by IBM, which had submitted a bid that was $500 million to $700 million less than AT&T's bid. The IRS has various options: the agency can justify its original award to IBM; or it can amend its request for proposals, specifying technical considerations that might favor AT&T. IBM is encouraged by the board's action. AT&T is confident that when the Treasury Department submits additional facts, the original award will be upheld.
