About half of the Canadian contingent of NATO's Implementation Force in Bosnia (IFOR) arrived in the town of Coralici in late Dec 1995 to convert the old factory site into IFOR headquarters for the northwest corner of Bosnia. The liberal Ottawa government was slow to commit troops to the IFOR mission.

Newspaper and television photos of the prison camps in Bosnia-Herzegovina increased the pressure on the US and the United Nations to send aid. The US proposed a resolution in the United Nations Security Council that would allow the use of military force in relief supply efforts.

An international tribunal began hearing testimony in the war crimes case against Bosnian Serb Dusan Tadic in May 1996. He allegedly took part in more than 30 murders of Muslims and Croats during 1992, and is also accused of sexual assaults and mutilations.
