There are signs that civil control over the military may be weakening in Russia, since its forces have sometimes continued to engage in military activities in Grozny despite direct orders from Pres Yeltsin to desist. Popular support in Russia for the Chechnya war may be waning.

Crisis over Chechnya: rebels hold more than 100 hostages in a tense standoff
Article Abstract:
Russian Pres Yeltsin appears to be taking a hard line against Chechen hostage-takers. The Chechens removed some 120 hostages from Kizlyar to Pervomayskoye on Jan 10, 1996, but their bus convoy was forced to stop there. A military confrontation appears imminent.

Article Abstract:
Yeltsin ordered an attack on the village of Pervomaiskoye in southern Russia where Chechen rebels held more than 100 Russian civilians as hostages. Although the hostages had been presumed dead, they were not, and as many as 24 died in the artillery bombardment.
