There are signs that a nascent tax revolt is gaining strength, especially in Western Canada, in response to Canada's budget deficit crisis. Several developments in early 1995 have exacerbated Canada's debt problem, including rising interest rates, rising unemployment, and Canadian aid to Mexico.

The Canadian Taxpayers Federation issued a report that ranks countries according to their debt-to-gross-domestic-product ratio. Canada placed 40th of 174 with an 85% debt ratio. The report covers the years 1989 to 1991. Canada's economic conditions have worsened since the figures were compiled.
