Australian Prime Minister John Howard's close relationship with the American President George Bush was sown seven years ago, when Bush was the governor of Texas and Alexander Downer, was then the Australian minister for foreign affairs. Downer, who was initiated into meeting George Bush during his official tour of the US carried a positive image of the governor to John Howard who in turn became convinced that if Bush ever became the American president he would embrace a special alliance between the US and Australia.
