Debating the curbs on 'Baby Bells.' (government regulation the the Bell Regional Holding Companies)

The US Senate is expected to pass legislation, in the week of Jun 3, 1991, that would permit the seven Bell Regional Holding Companies (BRHC) to manufacture communications equipment. Prospects for the legislation are less positive in the House of Representatives. The 'Baby Bell' companies are prohibited from doing manufacturing under the court-supervised breakup of the AT&T national telephone system because of fears that dominance in local telephone markets might lead to unfair competition. Since the divestiture of AT&T, the BHRC also are prohibited from offering electronic information services and long-distance telephone services; these are left to AT&T and independent vendors. The debate now concerns lifting at least some restrictions on the Bell companies, which would put them into direct competition with former parent AT&T. At issue is a domestic market for communications equipment that is estimated to be worth $35 billion.

Bill to allot airwaves advanced; some frequencies would shift from U.S. to private use
Article Abstract:
The House Energy and Commerce Committee votes unanimously to open part of the radio spectrum that was previously reserved for government uses so that there will be more room for commercial communications technologies such as radio telephones, digital radio and data services for computers. The legislation neither endorses any particular technologies nor does it provide for specific frequency allocations. What the legislation does is to require the Commerce Department to identify underutilized government radio frequencies that can be reassigned. The legislation gives the Secretary of Commerce two years to identify government radio frequencies totaling 200 megahertz.
