Canadian premiers' failure to take a strong position on national unity at their summer 1997 meeting indicates that they have not earned the right to make national policy. Stephane Dion's letter to Lucien Bouchard took the strong stance on unity that is necessary.

Bearing witness for the country
Article Abstract:
Attendance at a parliamentary hearing in British Columbia held to discuss the the new constitution and the possible division of Canada was very low. The lack of attendance reflects the attitude that the government is much larger than the citizens are.
