Many politicians hailed Prime Minister Jean Chretien's appointment of Dion as the new intergovernmental affairs minister and Pettigrew as International Co-operation minister, but outside of Ottawa and Quebec these appointment are less popular. British Columbia continues to feel slighted by Chretien.

Prime Minister Jean Chretien has been in office for 13 months, and rumors are circulating that he will reorganize his cabinet sometime in early 1995. There are several Liberal cabinet officers who are ineffectual, but Chretien may be reluctant to remove close political allies.

Chretien's reorganization of his cabinet in Feb 1996, shows that he is ready to implement decentralization and special status for Quebec. He appointed two francophone Quebecers to the cabinet: Stephane Dion and Pierre Pettigrew, and chose David Dingwall as Health minister.
