Ex-Inspector Says C.I.A. Missed Disarray in Iraqi Arms Program
Article Abstract:
Former CIA chief weapons inspector David A. Kay believes the CIA was not able to determine that Saddam Hussein's weapons of mass destruction program never materialized due to failures of his weapons scientists. Although Hussein tried to develop nuclear weapons again in 2000 and 2001 and a biological weapon with ricin, his financial allocations were misdirected and absorbed by government officials' corrupt activities. Kay feels the CIA needs to reorganize its intelligence gathering operations which are ineffective and incapable of assessing secretive military research and development operations.
