The major elements of Peter Costello's superannuation tax reform plan, which would come into effect from July 1, 2007, are discussed. His proposal to eliminate all income tax on payments through the super system to people aged 60 and over might return benefits in excess of its costs, but it does not include the potential impact on household saving and the beneficial implication on the account deficit.
