Loans granted by the Air Transportation Stabilization Board after the September 11, 2001 attacks were meant to help airlines through a difficult period, but many airlines, such as US Airways, still face financial problems that may have in fact been exacerbated by those loans, leaving the Board with complex issues to sort out.
