New York's quandary
Article Abstract:
New York City officials have voiced their concern for the plight of the homeless. A Commission on the Homeless was created in Sep 1991 to carry out an exhaustive study on the problem. The resulting report recommended that homeless individuals are best cared for not by the government but by private non-profit organizations who could provide effective services. City officials concurred with the report on the need for both housing and services. However, no action has been taken so far and implementation has been postponed to 1995 for political reasons.

Beyond shelter
Article Abstract:
All-encompassing programs for homelessness exist in certain cities. One prime example is that of the Seattle Housing Authority which has been able to place many individuals and families in safe neighborhoods. Another successful program is Project Genesis in San Diego, CA. In Salt Lake City, UT, a care center costing $4 million has been established where housing as well as educational and health service are provided to families.
