Charest detailed the Tory position advocating tax cuts and large reductions in the civil service workforce. The right-wing agenda may win votes in parts of Canada, but Quebec remains a liberal bastion. However, it is likely that Charest himself will win a seat in Quebec because of his own popularity.

Article Abstract:
The likelihood of a Tory revival will be made apparent in Jul and Aug 1996 as the Progressive Conservatives set goals for the next election. There is some hope, but the party lacks substance. Its vision has become very similar to that of the Liberal Party.
