Secretary of State Colin Powell was scheduled to go to the United Nations on February 5, 2003 and file a case that Saddam Hussein possessed an arsenal of mass destruction weapons. The Bush administration officials wanted to be able to say that Saddam possessed chem-bio weapons and was working on a dangerous weapons program.
