Prison reform: Congress gets tough
Article Abstract:
The Philadelphia district attorney's office was opposed to a court-imposed limit to prison population and helped write and lobbied for the Prison Litigation Reform Act of 1995 (PLRA). The Act set strict limits on judges' powers to release criminals on grounds of overcrowding, but prison-reform activists objected mainly to provisions in the PLRA aimed at limiting prisoner lawsuits in federal court.
