The vacancy rates are high, rents are unsteady, financial returns are weakening, and selling prices are in sticker-shock territory in 2004. Apartment investment has become a high stakes battlefield, since year 2002, with domestic buyers and bargain-hunting foreigners driving up prices for increasingly scarce product.

Upscale hotel-condos migrate North
