Canada Prime Minister Brian Mulroney and the country's 10 premiers denied they had agreed to hold a national referendum on constitutional reform, but advisers to the group admitted that a non-binding vote was approved. The referendum could stall any constitutional changes if rejected in any province.

Canadian Prime Minister Brian Mulroney has clearly established that he wants to play an active role in selecting his replacement when his resignation becomes effective Feb 24, 1993. Although Mulroney has not publicly endorsed anyone, he has quietly been showing support for Kim Campbell.
