Deficit Soars At Agency That Insures Pension Plans

According to its annual report, the Pension Benefit Guaranty Corporation's deficit has doubled in the last year to $23.3 billion. It is the government agency that provides a safety net for pension plans that fail, but it does not have the power to raise the premiums that companies pay.
