The importance of intelligence operations in national security will increase in the future and cause changes in intelligence services. One likely result is the merger of military intelligence and the intelligence services now provided by the Central Intelligence Agency.

Democracy many not be the system that best serves the world. History has demonstrated that tyrannies abound, and that the emerging democracies in many developing nations may simply provide a means of transition to new forms of authoritarianism.
