Ambassador Madeleine Albright vetoed the UN Security Council's nomination of Boutros-Ghali for a second term as the secretary general of the United Nations. The Clinton administration hopes the veto will further UN reform. Some groups fear that Boutros-Ghali seeks independent funding sources for the UN.
