Vancouver, British Columbia's Gastown neighborhood is home to many drug addicts and the area has the highest rate of new HIV infections in North America, with close to 40% of the 8,000 addicts infected. Seattle, WA, authorities are warning addicts in that city not to visit Vancouver.
