Karadzic has agreed not to run in the Sep 14, 1996, election, but he still is the leader of the Serb Democratic Party and will likely pick his successor. The Hague war crimes tribunal wants to indict Karadzic and Ratko Mladic, but NATO refuses to arrest them, fearing a Serb backlash.
