Pres Clinton is seeking the authority to negotiate international trade deals without having to worry about Congress later amending the deals. The AFL-CIO and other labor unions oppose the 'fast-track' bill. The dispute may hurt Canadian interests because Clinton may try to get tough on US-Canadian trade disputes.
