Metropolitan Toronto, Ontario, recently underwent amalgamation reform and on Jan 1, 1998, the new mayor will have jurisdiction over 2.3 million residents. Twenty candidates are competing for the post, but City of Toronto Mayor Barbara Hall and North York Mayor Mel Lastman are the top contenders.
