Canadian Prime Minister Brian Mulroney has done a fine job with Canada's finances. He has eliminated the $35 billion operating deficit that was present when he took over in 1984. Mulroney has been hampered by the fact that only 15% of Canada's budget is discretionary spending.

The only way to save the economy

Canada will have to boost federal spending to help its economy recovery from a 3-year recession. Although increased federal spending will expand budget deficits and national debts, boosting expenditures will also prompt economic growth.
