Canada's federalists intend to run a tepid campaign against the Quebec separatists' Oct 1995 referendum on sovereignty, because they want to prevent mistakes and avoid the appearance of bullying French-Canadian voters. The federalists, led by Lucienne Robillard, think they are ahead in the polls.
