The unity challenge: the premiers try to reach out to Quebec

Nine Canadian premiers met in Sep 1997, to debate the unity issue. The First Ministers' meeting produced a one-page 'Framework for Discussion on Canadian Unity' that used language meant to appease both sides. Quebec Premier Lucien Bouchard did not participate and criticized the document.
