Linwood, Wash.-based Tengtu International Corp. and Redmond, Wash.-based Microsoft Corp. have formed a strategic partnership to provide operating and educational software to Chinese public schools. The deal includes three Chinese state-owned computer companies.

Oasis enters `smart' card alliance

Oasis Technology Ltd. has made an alliance, called Solstice, with five U.S. and European firms in an attempt to deploy credit card systems that include credit, debit, loyalty program and other functions on the same card. Visa and Mastercard are two major players in the alliance.
