Via Rail may be split into franchises

Via Rail is planned by the Transport Ministry to be franchised out to bring private-sector investment. David Collenette, who is the Transport Minister, proposed that one way to franchise the passenger rail system is to divide it into regions, with one or more firms operating the Quebec City-to-Windsor corridor, one or more lines serving the West and one firm to operate the Atlantic service. The government will also consider to contract out tourist services and short-line services in remote places. To maintain the working condition of its equipment, Via Rail requires a capital investment of C$1 billion, according to Collenette.

Bertelsmann trying to take over Doubleday

Bertelsmann Publishing AG is trying to acquire the publishing assets of Doubleday Canada Ltd., which is owned by a Canadian. Under the deal, the company wants federal government officials to waive their Canadian ownership policy so it could acquire Doubleday. Meanwhile, Doubleday's president, John Neale, hopes that Bertelsmann's proposal, which is being reviewed by Investment Canada, would be approved. However, he acknowledged that government policy regarding Canadian ownership would have to be changed.
