The defense experts in Israel, United States, and elsewhere believe that Tehran is taking advantage of loopholes in the nuclear Non-Proliferation Treaty (NPT) and mastering key weapons-production technology, but they cannot prove it. If the allegations are correct, Iran is the only one of the countries whose secret nuclear programs went along while America waged a single-minded hunt for WMD in Iraq.

US military planners say it would be a mistake to rule out the possibility that the US war against Iraq could begin during the summer. The buildup of US forces has been steady but less than rapid, and there are reports that Iraqi President Saddam Hussein will cave in before hostilities begin.
