President Bill Clinton was forced to decide how to explain the relationship he had with White House intern Monica Lewinsky. Faced with allegations of sexual relations and a subpoena from Independent Council Kenneth Starr, Clinton decided to voluntarily testify to a grand jury on Aug 17, 1998. His decision was prompted by Lewinsky's turning over of a cocktail dress with visible stains.
