Australian Prime Minister, John Howard's reluctance to hand over the leadership job to treasurer, Peter Costello, would lead to instability within the government and cause irreparable damage to the Coalition. The insistence of Prime Minister Howard to continue with the job has made political management of the whole issue much more difficult, and the issue has overshadowed the preparation of a crucial budget.
