Will Bush's 'Ownership society' help the poor?

The US President George W. Bush wishes to create an Ownership society to increase the investments and wealth of the Americans for which he proposed cuts or outright elimination of federal taxes on income, savings, stock earnings, dividends, health expenses and inheritance. He has postponed his tax reforms to focus on the Ownership society.
