The control of the ownership of electric meters in the US power retailing industry is posing boundary issues concerning its distribution between the regulated portion and the unregulated, competitive parts of the industry. Questions primarily arise on whether metering, billing, and call center operations of the distribution function of the industry should be opened to competitive supply or reside exclusively with the regulated portion. A critical strategic decision for virtually every utility in the US is where the regulated business should end and retail competition begin in order to define the business opportunities available to retailers.
