The 'Proposals of the Chinese Communist Party Central Committee Proposals for the Formulation of the 'Ninth Five-Year Plan' Plan for National Economic and Social Development and of the Long-Term Targets for the Year 2010' are implemented in 1996. Accordingly, a circular is issued in accordance with the stipulations of the 'Budget Law of the People's Republic of China'.

Land desertification referred to in this law means the encroachment of natural desert and the process in which vegetation and coverings on sandy land are damaged.
