Clinton's arms control in-box
Article Abstract:
Pres Bill Clinton has a number of pending decisions with regards to international arms control issues. Ukraine's refusal to ratify the Strategic Arms Reduction Treaty (START) I and consequently, the Non-Proliferation Treaty should be cause for concern since the republic has the second largest nuclear stockpile among the former Soviet republics. In addition, Clinton must also submit to Congress a plan for the resumption of talks to finalize a comprehensive test ban as well as a framework to support the Anti-Ballistic Missiles Treaty.

Ukraine: partner or pariah?
Article Abstract:
Rada, the Ukrainian parliament, must ratify the Strategic Arms Reduction Treaty (START) in Dec 1992. If it fails to do so, which could occur, the US must make it clear that no further aid will be provided. Nuclear arms reductions and a firm policy of nonproliferation are necessary elements in integrating Ukraine into the international community. The Ukraine must show its sincerity and willingness to become a responsible state. Pres Bush and members of Congress have worked diligently to develop an assistance program.

Controlling nuclear warheads and materials: steps toward a comprehensive regime
Article Abstract:
Establishment of a nuclear warhead control system has become imperative following the breakup of the USSR and the resulting threat of thousands of loose nuclear weapons. Such a global system is necessary to prevent any future proliferation of warheads and fissionable material. The system must also require the dismantling of existing arsenals, full inventory of warheads and fissionable materials, limits to weapon-grade fissionable material production and strict monitoring of allowable nuclear weapons production.
