Clinton's conversion
Article Abstract:
The US' missile attack on Baghdad on Jun 27, 1993, ended doubts about President Clinton's military resolve. Clinton's demonstration of American military technology and might sent a clear message to America's friends and foes alike. The precise yet restrained assault, and the US monopoly on such capabilities, indicated that Clinton not only could, but would challenge foreign aggression. Such policies are consistent with previous US presidents, all of whom have had to confront the reality of power politics and the responsibility of superpower status.

United States and Russian relations are distant in 2001. The U.S. views Russian leader Vladimir Putin with suspicion because of his past history in the Russian intelligence. Russia, in turn, does not trust Pres George W. Bush who hopes to build an impenetrable anti-missile system in space.
