Constraining war: Human security and the human right to peace
Article Abstract:
The emergence of the concept of human security, its implications for challenging the dominant realist paradigm of state security, and that paradigm's rationale for the state's monopoly on violence is reviewed. An exploration of a constrained version of a war theory provides with reasonable criteria for thinking about the way of responding to the severe threats of human security, while doing justice to the human right to peace.
