Security: The bottom line
Article Abstract:
The underlying objective of any defense program is security. If handled in the wrong way national missile defense (NMD) has the potential to undermine arms control, making the American people less secure. Issues concerning the use of NMD are presented, with reference to possible future threats and different approaches to dealing with them such as boost-phase defense systems.

The current drive for missile defense systems had its roots in the Reagan Administration, but the concept is still more theoretical than technological. Deterrence still has a major role in international relations.
