Dubuque: a future of racial peace or strife?
Article Abstract:
Dubuque, IA, has drafted a Constructive Integration Plan which aims to improve minority status in the community and promote the acceptance of cultural diversity. It hopes to give the minority groups equal opportunities in all aspects of the society, with special emphasis on education as a means to eliminate racist attitudes. However, certain groups protested against the implementation, signifying that racism still needs to be fully eliminated. The National Alliance for the Advancement of Colored People has adopted measures to diffuse the tension and maintain open communication lines with community leaders.

The Balkan region, in the post-Cold War era, has become a strife-torn zone, as reflected in the many ethnic and religious conflicts between peoples in this European region. Strife between the Serbs and the Croats, the Albanians and the Greeks, among others, is a reflection of the sorry state of affairs in this region, which is recorded in history as a zone of constant warfare.
