Estimating local financial support for public libraries: a tool to facilitate benchmarking of best practices among counties in the United States
Article Abstract:
Benchmarking best practices, a process that involves the adoption of other firms' successful practices, can improve public services. Although it carries with it some risks, participation in benchmarking can be improved by enhancing the process by which potential benchmarking partners are chosen. A survey of public library directors in some US counties is made to determine library best practices and analyze the respondents' potential as mentors. A cross-sectional statistical model of US counties that explains differences in levels of local financial support for public libraries is presented. By identifying other jurisdictions with similar library funding support characteristics, the analysis may be used to determine how local financial support could be of assistance.

Where are we on local government service contracting?
Article Abstract:
Most local government officials have expressed satisfaction with the increasing level and success of service contracting. Failure or the sub-par performance of some contractors is attributed to the absence of both adequate precontracting research and effective resource and cost control systems. Successful contracting requires the inclusion of contract monitoring and supervision costs in contractor proposals, regular monitoring of contractors and establishing optimal monitoring standards.
